California Small Business COVID-19 Relief Grant Program

The California Small Business COVID-19 Relief Grant Program (CA Relief Grant) was announced by Governor Newsom in November 2020. Following the high demand for the program, the CA Relief Grant was allocated $2.5 Billion to provide grants between $5,000 and $25,000 to California’s eligible small businesses and nonprofits that had been negatively impacted by the COVID-19 pandemic. The program completed six rounds between December 30, 2020 and May 4, 2021.

On May 13, 2021, Governor Newsom, as a component of his $100 billion California Comeback Plan, announced his proposal to invest an additional $1.5 billion into the California Small Business COVID-19 Relief Grant Program, which would expand the Program to a total of $4 billion, representing the largest such program in the entire county. The full announcement can be read HERE.

State Loan Programs

State loan programs are available to small businesses looking to start or grow their business, or businesses who have been impacted by COVID-19 health and safety restrictions and natural disasters. These state loan programs include: The California Rebuilding Fund, Loan Guarantee Program, Disaster Relief Loan Guarantee Financing, and California Capital Access Program.

Federal Loan Programs

Small Business Administration (SBA) Programs

The United States Small Business Administration (SBA) offers multiple programs for small businesses and entrepreneurs to aid business growth and disaster recovery assistance. Whether you’re looking for loans to start or grow your business, connect with an investor, receive assistance during a disaster, or compete for a research grant, there are many funding opportunities available.

For assistance understanding eligibility for each of the programs available through the SBA, or for more federal loan programs, we recommend connecting with a Small Business Technical Assistance Center. These centers provide free counseling to interested small businesses and entrepreneurs and assist in identifying which programs they may be eligible for.

Local Grant and Loan Programs

Local funding opportunities are frequently established by county and city agencies. When looking for funding opportunities from local agencies, the county or city Economic Development Agency or Chamber of Commerce is a great resource to get started.

The network of California supported Small Business Technical Assistance Centers can also assist with identifying local programs available from your local city or county agencies. We recommend connecting with a small business advisor in your area to learn more about local funding opportunities.
