Business, Consumer Services, and Housing Agency

The Business, Consumer Services and Housing Agency is responsible for fostering an equitable and inclusive California. BCSH does this by: licensing and regulating over 4 million professionals, businesses, and financial services; funding and facilitating the preservation and expansion of safe, affordable housing; advancing statewide collaborative efforts to prevent and end homelessness; and guarding and enforcing California’s civil rights laws.

The California Department of Alcoholic Beverage Control (ABC) administers licenses for alcoholic beverage sales, including licenses for restaurants, bars, retail stores, wineries, breweries, and distilleries, as well as temporary events.

Department of Financial Protection and Innovation

The Department of Financial Protection and Innovation (DFPI) provides protection to consumers and services to businesses engaged in financial transactions. The Department regulates a variety of financial services, products and professionals. The Department oversees the operations of state-licensed financial institutions, including banks, credit unions, money transmitters, issuers of payment instruments and travelers checks, and premium finance companies. Additionally, the Department licenses and regulates a variety of financial businesses, including securities brokers and dealers, investment advisers, deferred deposit (commonly known as payday loans) and certain fiduciaries and lenders. The Franchise Tax Board (FTB) is California’s primary tax collection department. The FTB collects state personal income tax and corporate income tax and their mission is to help taxpayers file tax returns timely, accurately, and pay the correct amount for fund services important to Californians.

Office of Environmental Health Hazard Assessment

The Office of Environmental Health Hazard Assessment (OEHHA) is the lead state agency for the assessment of health risks posed by environmental contaminants. OEHHA’s mission is to protect human health and the environment through scientific evaluation of risks posed by hazardous substances. OEHHA implements the Safe Drinking Water and Toxic Enforcement Act of 1986, commonly known as Proposition 65, and compiles the state’s list of substances that cause cancer or reproductive harm. The Office also develops health-protective exposure levels for contaminants in air, water, and soil as guidance for regulatory agencies and the public. These include public health goals for contaminants in drinking water and both cancer potency factors and non-cancer reference exposure levels for the Air Toxics Hot Spots Program.

The California Board of Equalization (BOE) collects sales and use tax from California businesses engaged the sale of tangible property. They also collect on items with special taxes, such as tobacco and motor vehicle fuels.
