Performing Arts Equitable Payroll Fund Program

Launching in 2024, the fund will support small nonprofit performing arts organizations (SNPAOs) in hiring and retaining employees.

What is the Performing Arts Equitable Payroll Fund Program?

Senate Bill 1116 (Government Code 8757) established the Performing Arts Equitable Payroll Fund (Program) to support small nonprofit performing arts organizations (SNPAOs) in hiring and retaining employees. The Fund reimburses a portion of their payroll cost.

The program will be administered by CalOSBA in partnership with California for the Arts.

Examples of SNPAOs can include:

  • nonprofit local theaters
  • performing arts education organizations
  • performing arts event coordinators
  • local performing arts councils and related organizations

The program will award a grant to a small nonprofit performing arts organization in an amount pursuant to the following reimbursement schedule:

Adjusted Gross Revenue of Organization Reimbursement of first ten thousand dollars ($10,000) of payroll expenses for work performed in California per employee per quarter
Up to $250,000 80% of the first ten thousand dollars ($10,000)
$250,001 – $450,000 75% of the first ten thousand dollars ($10,000)
$450,001 – $650,000 70% of the first ten thousand dollars ($10,000)
$650,001 – $850,000 60% of the first ten thousand dollars ($10,000)
$850,001 – $1,000,000 50% of the first ten thousand dollars ($10,000)
$1,000,001 – $1,250,000 40% of the first ten thousand dollars ($10,000)
$1,250,001 – $1,500,000 30% of the first ten thousand dollars ($10,000)
$1,500,001 – $1,750,000 25% of the first ten thousand dollars ($10,000)
$1,750,001 – $2,000,000 20% of the first ten thousand dollars ($10,000)
